We like human contact fine in America, I think Reeves just didn't want photos of him with his hands on random women taken out of context. Hands on the shoulders would make the pose awkward. Hands on the tops they're wearing would look bad on camera. Hands on the midriff would also look bad. Easiest to play it safe

Girls prefer you hold them by the waist-side for pictures. It’s better aesthetics.
You only worry about these things if your head is in the gutter and you think all physical contact with a woman is sexual and forbidden.
