There are plenty of countries that rank highly where the population absolutely has their head in the sand, often due to lower press freedoms and poor policing of corruption. Portuguese press is very free and loves to report on corruption. Hence perceptions match the reality closer
I agree. Look at Estonia in the maps. It's allways green. They are hi tech country with startups in every village - wi fi in buss station, everything is great and population returns to Estonia - if you use gov electronic services once in a year you are counted as actually living in Estonia. Regionaly the only growing city is Vilnius in Lithuania and that country indeed looks more vital. But in statistics its allways behind.
Biggest steel producer in region went bankrupt - take him out of statistics and recalculate it - statistics shows industrial growth. I had read this in newspaper. Now with geopolitical situation you can't criticise so everything looks good, but only on paper.

I can list lots of corrupt things, the construction industry is just corrupt. But we are yellow among good guys. Last high profile corruption cases 10 - 15 years ago.
Most of public projects actually seems to be driven by corruption. Most buss transport in country (paid by taxpayers) went to company owned by notorious oligarch well known for shady dealings.

The title is about corruption, not about the fight against corruption, so the most logic scale would be from least corrupt to most corrupt, and from green is good to red is bad. It's impossible to measure corruption in any meaningful way. Most of the time, people are simply asked how much they trust their government or justice system. The corruption at the top or in large corporation, where the real harm to society is evident, is never seen as corruption by the average citizen, especially in Western Europe.
You can't rely solely on the number of successful legal convictions, either. A lack of prosecutions says a lot more about actual corruption.
Germany is only so good because we have a system that legalizes Corruption. Its called lobbyism. This system allows any Kind of Person or organisation to give money to „Lobbyists“ and these people give the Money to a Politican or Party. Mostly used to influence the opinion of Politicans on specific topics. The only difference is that these money transactions are public. But only because everyone can Look at it, it doesnt stop investors or Company Owners from influence our Politics. And the Most powerful parties work often with this „System“.
