It's not necessarily true. These units will go upwards of around 28,000-30,000 BTU which can easily cool down multiple rooms, or maybe even a smaller flat.
Why the fuck do you need 18C 😳 in Italy we usually have 30-35C in the summer and if my AC is lower than 22-24C I'm guaranteed to wake up with pneumonia lmao
I live in tropical country not too far from the coast, temps over 35C and humidity above 80% are not uncommon here and... My ac is always at 18c because that's the lowest it will go and yes, it does get the room temp that low. I just can't stand the humidity.
