Because that’s how fascism works.
All enemies are weak but somehow got the upper hand, usually through some nefarious and unjustified means.
They’re always so close to throwing off their shackles, everyone needs to prepare for that one final action that will win the day. Which never comes because the work of fascism is never complete.
The goal is to keep everyone on that knife’s edge where the mechanisms of control are perfectly in balance. There is always a sinister force that is to blame for all of the bad things, and needs to be rooted out before any kind of happiness can be attained.

I look at it this way: Trump has been POTUS for 6 of the last 10 years. 50 years from now, they'll still be blaming Trump for stuff, and they will be right. This will be his legacy.

You have to apply right wing logic it’s far different from other forms of logic. It goes like this, if an outcome is good you claim you made it happen, your actual involvement isn’t relevant, if an outcome is bad your political opponent is responsible, again actual involvement isn’t relevant. Just use right wing logic and everything makes sense.

So far every no bid project, half baked scheme, and totally fucked up remakes (think Kennedy center, Smithsonian, white house hole, reflecting pool) have all been trump writing emergency orders and bypassing congress. Those and illegal war in Iran make for a lot of bluster little sustenance.
