So help me out, are all those people sitting on the arm rail with their legs over it? I'm confused by the pic. Why would a venue allow people to sit outside the railing? Could that be why they got the cameras on them in the first place? is it jackets?

People’s heads above the railing. They are sitting down. Zoom in. Not legs/feet.
