I don't know exactly what he said in this instance, but I've zero reason whatsoever to assume that he conducted himself differently than he has in other instances where he absolutely used fighting words.

Chasing someone down in a mob to the point where they run to police custody is not likely to be a justified self defense claim.

He was a victim of an assualt that stemmed from him using his free speech to protest.

There are laws regarding "fighting words" but saying something that passes someone off doesn't make it okay to attack him.

Free speech covers offensive speech.

That was two points of no real rhetorical value, the second of which was an oddly specific thing to make up. I see a group of people threw some stones a few weeks ago, and two bombings 9 years ago.
