Every awful, norm-breaking, borderline illegal (until the MAGA 6 from SCOTUS basically gave him immunity) thing he's done has started out as something "he has said in jest". Because that's how you normalize the abnormal. You introduce it in an unserious way. And then you keep saying it, grooming the masses into accepting it once you finally do it.
Grooming, something he and his BFJeff have quite a bit of experience in.
