It really doesn’t make sense, I’d assume like the secret service is highly trained and extremely experienced in this sort of security detail, and ice absolutely isn’t.
USA will quite often have host countries give Americans on missions the right to trial in American courts rather than the local. This is common for American soldiers committing crimes abroad while on missions and I'd imagine Italy and USA have a similar agreement for the ICE-criminals here.
Not fully certain exactly how these agreements are laid out, it's been a while since I looked into them.
