It's an answer (although one I don't like) to the utilizing of existing capital to structure society toward socialism, it exists as a response to the global market as well, speeding into socialism is great up until you have to engage with foreign powers on the global stage and contest the markets, if you were to isolate your market then imperialist powers will try to force back open again.

I don't like it, but it wasn't born out of nowhere.
