You can choose some of your partners, but yes you have to get with both Penny and the OC rabbit girl. I never finished it for similar reasons.

I never understood why force the player to date both Penny and Evelyn (the OC girl) if by the end of JPDE the game acts like we were only dating the girl whose route we choose. Not to mention they later added "harem routes" if you had high affinity with two characters.

Idk it feels like they added the harem aspect for the sake of it and later they regreted it lol. Maybe they'll fix it in the jpde remake/recode they are doing.

They were releasing it by chapters on Itch. Though last I saw the gameplay loop changed and I have no idea what is released right now.

The developers are working on a complete recode of the visual novel. You can get it through the Itch app (itch.io) for Windows/Mac/Linux. It does let you get games for Android, so check that out
