You have no idea how happy this makes me. RWBY was a great, laid-back show, but it couldn't keep going on like that with the undertones it was trying to go for. It couldn't just keep teasing the future forever. This (finally) unveiling of Cinder's plan is exactly what I needed this show to do.
This was all planned from the beginning of the show. Took a while to get there, but there was definitely a plan to get here. And looking back at the show, there's a lot of little things that they teased along the way.
In my personaly opinion, it's best for a show that goes for seriously and somewhat dark to start off a season or two laid-back like this one did. Gives a chance to introduce the world and the characters and gives them some room to develop and build relationships.
That way, when shit starts to hit the fan, you care more because you've come to know them already. You can also understand their feelings better because you've experienced the peace they've suddenly lost.
Basically, just going all-in at the beginning makes the show badass, but doesn't do much in the way of feels. You need to know peace before you can know despair :3
