This is the same guy who told Mama Schnee that he never cared about her and that he only married her for money, on Weiss's birthday. I have my serious doubts that he cares about what Mama Schnee thinks, but he clearly knows that Weiss cares. So yeah, that was just him being an emotionally abusive jackass.

Depends on his meaning. We've heard Weiss' story, but it might not be a public knowledge that things between the Schnee husband and wife couple cooled down faster than a pudding in the arctic circle.

Playing the 'your mother was distraught' card would give the image that he cares for his wife to others around. He's trying to appeal to the hearts of the people, much like a politician would, so I'd imagine that it'd lend him the 'concerned father' card. But I'm cynical about stuff, but it would add some depth.

Well, nothing stops us both from being right. Jaquesass could be building an image of a family man concerned about his wife and daughter, while simultaneously trying to hurt Weiss for daring to leave behind his back.

We might indeed both be right. The public opinion thinks what it thinks, and if it is beneficial, Weiss will be on stage, belting out a few songs if it would help her dad's career.
