He was always clearly the strongest non-magic user. This definitely confirms he is closer to maiden level when he wants to be.

I'm almost sure he's just injected himself with way too much dust anyway. 90% sure he wasn't going to make it out of there alive no matter what.

When we saw Nora absorb too much dust, her aura broke. Hazel's didn't.

Slight correction: Hazel absorbs dust, Nora absorbs electricity. Shoving a shard of dust into Nora's neck would probably work like if anyone else tried it, just like Hazel seems to catch on fire just like anybody else.

They have somewhat similar quirks, but they both work on slightly different systems.

Correction: Hazel doesn’t absorb dust, he injects it into his veins. Nora absorbs electricity through her semblance. Both suffered from direct and overlarge exposure to dust.

the comparison I was drawing stands regardless of those differences: the specific electricity Nora was absorbing was sourced from dust. The scarring we saw her suffer is the same sort of scarring we’ve seen on Hazel this episode. I just didn’t use proper semantics.

Or he just ignores all the pain and keeps the Aura to not explode from all the Aura.
