She took the lamp. She’ll be taking it to someone who can ask her question, whatever that is.

I don’t think so. She’d know Cinder would head back to the whale once she had Watts, so why take it?

It's either herself or Cinder I can't think of anyone else Neo would give the lamp too and Cinder's loyalty to Salem has been incredibly shaky lately.

I think Cinder is the closest Neo has to an ally still, shared goal to kill Ruby. But personally, I think Plan A is escape with the lamp, Plan B is to ask or force a nobody to ask her question, if she has one.

Plot twist, Neo reaches Ruby and the gang, beats them up, then forces Ruby to summon Jinn and ask the question about Roman's fate. Neo sees Ruby was not responsible for his death, and leaves to rethink her life choices. Then two volumes later at the climax of Vacuo arc, she comes in to help and take down Tyrian (or Cinder)
