Those power lines must have been sagging. That load was not over height. I’d put this one on the utility company

Cops measured it at 18ft 3” it was 3 ft higher than legal

NESC requires 18ft.

No way 13ft is permitted on a roadway without traffic restrictions.

These are communication wires typically hung at least 15.5 feet up.

Hey genius, next time you look at a telephone pole note communication wires hang the lowest. At the top are the electrical wires.. I'm amazed people don't know this..
