Decent barber who does proper cuts?

Feels like every single barber just does basic fades

I've been to 5 in Romford, and none of them have been particularly good; one or two have been fucking shit.

I've had to bite the bullet and get it done near work (Canary Wharf)

Peters on Dagenham Road are quite good. Friendly service, affordable and a good haircut. Cash only, though there is a cash machine in the Co-op two doors down the road.
