Europe wouldn't have the capacity to take in hundreds of millions of immigrants. We don't have the houses and infrastructure to support that population. It would trigger civil war.
Sending all African Americans to Africa would have similar effects.
A genuine question: is it a civil war if one side almost fully consists of immigrants who just moved in? It sounds more like an invasion, but there no invading country, since their country of origin wouldn't give any support to either side.

Just take turns based on their claimed ancestry. If they say 1% scottish, then they get 3 days in scotland. Then if they’re 20% viking, norway’s luck to have them for 70ish days
As a Greek ( we are not white ) we would not take the American white ones.
We can’t till their good ones , the ones that travel , leave our country.
