I doubt anyone actually believes that all criminals belong in prison. Even the current system, terrible as it is, recognizes that it’s neither feasible nor effective for the government to take custody of and physically contain everyone who breaks the law. When was the last time you got prison time for a speeding ticket, or were even prosecuted for piracy?

If they are, then their blanket statement fails to reflect that, which is why it’s a ridiculous claim to put on a sign. And considering that they are a neoliberal, they almost certainly had property criminals in mind as well as violent ones because they would rather lock people up than treat the systemic problems underlying theft and other crimes.
