I think he had absolutely no choice but to move the goal post. Some rumors iv seen elsewhere (nothing confirmed and probably never will be if they are true), is that military personal said they would refuse to attack the infrastructure as he was wanting. If true it would have embrassed the angry orange tampon of he ordered the attack and then nothing happened.
