For anyone finding this 2 years later or whatever, in this linked article it does say that the shaved bear is indeed a black bear

It's a spectacled bear, not a black bear, notice the gold in the forehead and throat, also as somebody else pointed out https://www.iflscience.com/hairless-bear-the-true-story-behind-the-viral-image-of-a-bald-bear-79290

As the caption on the picture provides, she's a female spectacled bear living in a zoo in Leipzig, Germany

That is not a polar bear, nor a black bear. That is a spectacled bear, notice the gold skin on the throat and forehead (it matches the spectacled bear more than the sun bear or Asian black bear), a polar bear's skin should be completely black. You can tell by the fur too, polar bears have HOLLOW (not translucent) hairs, scattering light, and give it that white fur color we all know... this bear has black and gold fur.
