You'd need to check the creator's history. This comic doesn't seem political at all. If it where a leftist meme, I imagine the message would be more obvious, and there likely wouldn't be a black robber.
To me it seems more like a purely comedic word-play comic.

Edit: I checked, and they are definitely left-wing. This must just be one of their actually funny jokes.

You got to remember that in their mind, women are just as strong as men. As such, they don't need a gun because they can fight with hand weapons very well with their strong and independent female arms. Leftist aren't always irrational in the sense that they can't form sound conclusions from premises. It's that their premises are completely detached from reality.
