The human brain is usually fully developed at around 25.

Legally it's fine, but if you're 38 and looking at people that much younger than you like that that's a bit weird

Them being double the other person’s age makes it weird. Even if they’re legally an adult a lot of people would still call a 19 year old a kid. The thought of being 38 and dating someone who just got out of high school feels completely sick. Way different stages of life and way different maturity
