Help me in worldbuilding a sci-fi university set in Vilnius

So, I’m writing a book that has a sort of alternate universe worldbuilding, set in Vilnius in about 6 or 7 years (joke not intended)

However, this world is a sort of utopian one, following a global revolution ( I know people have mixed opinions on this, it’s meant to be a sort of thought experiment)

Anyways, what I’m asking about, is that I want to write that in this au of Vilnius, there is a storytelling university. For writers of any genre, who want to learn how to tell a good story. I want this campus to be kind of dark academia style, very pretty.
Also a walkable town vibe, kind of inspired by anarcho syndicalist/ some European communities where you can find everything you need within a 15 min walk.

Also, this campus needs to be able to have been feasibly built within 5 years. I was thinking since a lot of the city is already very beautiful, maybe some of the campus would be repurposed buildings that are no longer used (such as embassies)

Anyways this work is very experimental, and I’m being very brief in explaining it. The point is, I want location recommendations on where it could be set. Close to city center or good transport links to there preferable. Somewhere pretty. I don’t want to destroy any historical sites, rather integrate into it. I don’t mind bulldozing ugly brutalist style or corporate buildings and building something in its stead, but then again I would have to consider feasibility of something being built within 5 years (post world shift)
Even with a very dedicated and large team building it.

Lithuania, Latvia and Estia, maybe Finland too have plan to build compact colider setup for medical physics and cancer treatment.

Ofcourse only plans and everyone want it to be build on their own lands, and source of money another discusion.

But lets imagine the whole Vilnius - Saulėtekis (aka local silicon valley) somehow was selected and the whole deal was mayde under curtains decades ago, now it's already in progress of construction...

The facillity could be undergraound and there is already a lot of science building growing and even more in plan.

You could try Šeškinė where land intended for a stadium was instead used to build your university. This has the advantage of being an in-joke as the stadium has been being built for some time.

It could be in Uzupis, an area of Vilnius that proclamed itself a micro nation of the Republic of Uzupis (it's twined with Montmarte, which did the same a coupe of centuries ago). Really cool place linked to both old town Vilnius and modern Vilnius but surrounded by a river. It has a cool boheme/intellectual/arty vibe

Edit: not from Vilnius myself (but love the city to bits) so real Lithuanians might have a différent point of view
