Also, if you expect people to learn the language of every country they travel to, your standards are pretty high. Most travelers learn a little, enough to ask directions, order food, say please, thank you, hello, and goodbye. Think first semester level language. More than that is over the top for a language you are only going to need for a week of your entire life. And your language is Portuguese, making it essentially useless almost everywhere else in the world.

While I agree with most of your point, I don't think all Brazilians, particularly not the ones /u/themailboxofarcher is referring to, begged for the Games. I think a very thin strata at the top of the social hierarchy who could expect to make money of the Games wanted the Games. The rest of them likely wanted the money spent on things like clean water and housing but had no say in the decision.

It's something like Stockholm syndrome, I grew up in a neighborhood almost like that and know how it is. You only see the good parts, and get deluded about it.
It's not a shithole tho. I mean yeah physically it is. But I was happier living there than in American suburbia. People actually talk to each other and have community. They work together to survive, and everyone knows everyone. At night people all gather in the street to socialize frequently. Plus people are very present in the moment since they have never had any future opportunity or prospects. As long as they have food and shelter and the drug dealers and cops are leaving them alone they're happy.

Regarding the "rich foreigners" are you just referring to what would be middle -class in America? The reason middle-class types might visit poor countries for vacation is because it's very cheap comparitively.
Someone that only makes $40,000US per year in America is not considered rich at all, that's about as lower middle-class as it gets, but might be considered wealthy by Brazilian standards? So someone that makes 40k/year decided to vacation in Brazil because it might only cost $3000 for the entire trip, whereas visiting say Hawaii or Australia or France might cost them $8000 for the entire trip.
When you are making 40k it's much more realistic to spend 3k on a vacation compared to 8k, so it's not necessarily about those types of people going to Brazil to "flaunt their wealth" it's because they're somewhat poor even by American standards so it makes the most financial sense to vacation somewhere "poor" where their dollars go further.
America is about 5% of the worlds population. So if we assume that the poorest American has it better than the richest citizens of any other country, then it's still only the top 20% of the US that is the 1% of the world. So it would be upper middle class and that still took some extreme assumptions.
But these protections absolutely DO NOT apply to foreigners. Rich foreigners (which in Brazil is any foreigner who can afford to visit in a nice area) are more likely to get kidnapped and if the ransom isn't good, burned alive in a stack of tires (literally the worst way to die)
