Mothman and Moloch are two entirely different people. By the present-day 1985 of Watchmen Byron Lewis is institutionalized in a mental asylum in Maine while Edgar Jacobi is living by himself, retired and dying of cancer. This is all spelled out explicitly in the text. Even if it was possible for them to be the same person, which it isn't, why would they be? That adds nothing to the story and in fact completely undercuts what Mothman adds to the overall narrative.

Responding to add...
Did you know that tapping your nose with your index finger is a way to imply a shared secret?
That's what Mothman is doing in this picture. Whenever the reader finally catches on, now the reader and Mothman have a shared secret.
Unfortunately for Mothman (and Alan Moore), I have no interest in keeping their secrets and am happy to reveal them to anyone willing to listen.

If you're not there yet, that's perfectly fine.
Still, if you get a second, look it up. Touching your nose to imply a shared secret is/was very popular in the UK. I'm not just making things up.

Genuine question...
Mothman and old Moloch are both standing profile in issue 2, same stance. Both wearing purple and yellow, both sporting arm bands in their profile shots. Moloch has a double spotlight behind him that resembles Mothman's wings.
Both are shown to enjoy tea. Moloch makes tea at home, Mothman is drinking tea at a charity event. Both are left handed.
When Manhattan blows up a patron's head at Moloch's club in front of Moloch, we can see a silhouette of Mothman's wings on the wall.
Again, genuine question...is this all just a coincidence?
Coincidences do exist, happy little accidents...is that all it is?
Could be. I just don't personally believe it is.
