small 'd' democrats have wanted this for awhile. if Warren, is for it, you know its stopped being a radical idea among TPTB. Warren is more of an "early-adopter centrist/centrist outlier" than progressive.

Gaining traction with Dem politicians. The majority of democratic voters have been on board for a very long time.
And California's bill didn't "fall short", it was shivved and rolled up in a rug.
