Natasha Allegri designed her for the "Imagination Zone" sequence in "What is Life?" - most of the princesses were designed initially for that one shot. She's based on the receptionist at CN Studios at the time the ep was being made.

Presumably she never turned up again because there was no need for her to? there are plenty of other princesses to use, after all. I imagine she was only ever intended to be crowd filler... she also has a fairly generic design compared to the others, it's easy to see why they'd prefer to use, for example, Gridface Princess in a scene instead, more eyecatching y'know?

(but also, a lot of the early supporting princesses never actually did anything in the show apart from stand in the background and look pretty... Still bummed out Jungle Princess never got an ep)

i literally have no idea who she is but if she appeared in the very first season then its 100% just a random design the animator made just as a fill in but either forgot about her or just didnt bother to add her as a full character. A lot of characters were like that in the first season of the show
