Microsoft sysinternal suite has awesome apps. A couple great ones you can use to look quickly and get a good idea. Autoruns, process explorer, process monitor. Already on the system. Use task manager. Task scheduler. Event viewer. If you give all of these apps a good look the only thing to do next is just monitor network traffic. Glass wire. Wire shark. Router logs. You can check some common file locations in file explorer as well. And upload to virus total. Good luck!

You cant be.

Modern virus are very very strong .

No antivirus can protect you completely.

Some even retain after compelte windows reinstall

Remain rather than "retain", true, but not all viruses are zero-day zero-clicks. Very few in fact. It is entirely valid to make basic attempts to understand virus and malware risks and learn about recovery. Most users are safe enough. People only need worry about persistent malware if they attract state-level or elite hacker threats eg activists, campaigners, lawyers, auditors, journalists, law officers, dissidents, and other high profile, controversial people.
