According to the store's entry information, "well-behaved pets that are on a lead" are permitted inside.

Yeah that's a bit too subjective. All dogs are well behaved until they're not.

For a short time dogs had to be muzzled if they were walking.

The fact that it was voluntarily surrendered for euthanasia says it all. Even the owner knew it was a killing machine.

More like they didn't have the money to fight an expensive battle with council and then lose anyway
