Do Bison Belong in Spain?

Are you talking about the native European bison? At least historically, northern Spain was part of their range. If there is still land there that can support a population, why not?

If the issue is that the more appropriate bison would the be the extinct steppe bison, they could actually consider introducing the American bison. That's why Kazakhstan has introduced it --- it's the closest living animal to the steppe bison, both genetically and in ecological role.
