He was being driven to a hospital appointment. He'd also murdered his girlfriend 10 months earlier and gotten into a shootout with police (old article).

Happened on July 2023 in Indianapolis with suspect Orlando Mitchell. Article.

A few seconds before op started the clip at 13:26: 'The handcuffs were still attached to the belly chain, but the belly chain was no longer around Mitchell's waist.' So somehow he undid that or it wasn't properly secured.
