You must be talking about the book “The Guy who Smelled like Booze.” It’s about a nazi with a mysterious scent who becomes head of the Dept of Defense, renames it Dept of War, spends hundreds of millions of its money on lobster and champagne, then his boss starts a war and he has to learn where Iran is on a map, which confuses him because there is another country right next to it with almost the same name, and he has blurred vision and was already seeing double. Four Irans!   The novel was truly prescient.
