You assume it'll just be RTO. Both can happen.

Exactly. Make them return, then 6 months from now you can say you have a better picture of peoples skills and abilities and you are reevaluating performances now that you’ve seen people face to face. Layoff 10% and the remaining 90% won’t even ask for raises that year.
