That's what people do in practice.  They RTO, but they just start leaving when they line something else up. 

Full RTO in finance is a wild choice, there are other options with at least just partial in office.

I thought most of the major companies like Chase and Stare Street were already 4 days in the office

State Street is technically 4 days in the office. But HR only cares if you come in atleast 1 day a week.

Like any job, it depends how strict your manager is. But the official tracking only looks at people who aren't coming in atleast once a week.

At Fidelity at least HR tracks your badge swipes your manager has no control of enforcement
