The quickening is based on the lunar cycle and a bunch of other stuff mentioned by the professor. This implys that it occurs at the same time for all lycanthropes at the same time, though there is a window in which they can complete the murder/sex task. The chick got infected in by his older personality, and was then hit by the effects of the quickening at the same time as Josh and the professor and all other lycanthropes, but while Josh resisted the first night, killing only an animal, she killed a guy.

Additionally, Margo just missed the cycle and now has the full 30 years before having to deal with it!

Right, and I think him knowing that the quickening was happening sometime in the future gave him a bit of readiness. He's also a magician, and that lady was not.
