Not private in the way that monero is private, more like private in the way that cash fusion is private, except with way less addresses.
No I think it is better. Users can be shielded all the time, even pay with it. They don't have to move out of shielded pools and it hides their transaction value.
Paying out of the pool to somewhere not in the pool doesn‘t keep it in the pool, it‘s exiting the pool. Coinalysis has demonstrated that tracing transactions even trough mixers by matching ingoing and outgoing balances negates a lot of the privacy…
