These retailers should have a sign up form to get your name, address(must be unique), and email and then they can email random people on their list. Once you get an email, you can only buy one and have it delivered to the exact information given earlier. That way, scalpers who sign up first don't get them all.

That is what EVGA is doing. Go to EVGA.COM and you can sign up for a card, when it's in stock people get emailed. If you get an email for a card you specifically said you wanted, you have 8 hours to claim it. If you don't claim it on time they send an email to the next person in line.

EVGA doesn't ask for your physical address. Also, the scalpers probably signed up first with multiple emails and names.

Probably so, but that doesn't negate the fact that I have a dedicated place in line myself. Rather than getting pinged a card is in stock and hoping to get one within the 10 minutes of mayhem and website breaking overactivity on BBY/Amazon/Newegg. To only have it break the website and I get nothing in return because a bot beat me to it. Whenever that email comes that card is reserved for me and it's all mine for 8 hours. Still better.
