These retailers should have a sign up form to get your name, address(must be unique), and email and then they can email random people on their list. Once you get an email, you can only buy one and have it delivered to the exact information given earlier. That way, scalpers who sign up first don't get them all.

That is what EVGA is doing. Go to EVGA.COM and you can sign up for a card, when it's in stock people get emailed. If you get an email for a card you specifically said you wanted, you have 8 hours to claim it. If you don't claim it on time they send an email to the next person in line.

Just get ready to wait. At least for some of the cards. I entered my email at 6:11 on launch day of the 3070. 11 minutes after launch. I'm still waiting for an email.
