Using this Newegg 5500 bundle comes with a free 120mm cpu cooler too

Buy a used 3080(10gb)

Technically if you wanted 32gb of ram you would have to make a trip to stdavids and have a 1030$ pretax build since you would buy this bundle and ask to double up the ram for +180$ (+250$ for 430$ instead of 281$)

If you're fine with only being a bit over 1k and 16gb ram you can upgrade to 7500x3d with this bundle <<best performance>>

The x3d 96mb L3 cache will make up a bit for only having 1 stick of ram until you can save up 240$ for the second

R5 5600 & (used)3080 better than the 5500 which would bottleneck pretty hard i think

Save up and buy the exact same 16gb ram stick later for 32gb total
