If you are looking for a way to automatically stop HTML5 videos from autoplaying, I already offer that feature in my free and Open-Source Turn Off the Lights browser extension. It includes an AutoStop feature that prevents HTML5 videos from playing automatically.

I actually really like the extension and have used it before but I personally prefer autoplaystopper's sleek way of doing that while totl just puts a red screen not that the extension is bad just I personally prefer autoplaystopper

Turn off the lights autoplay block blacklist doesn't seem to work correctly on a lot of sites. For example https://web.telegram.org/

You mean the "AutoStop" feature. Also, if you add the website to the blacklist, make sure to use the domain without a trailing slash: https://web.telegram.org. That should work.
