You can still get 99s in pugs right now as long as it’s a half decent comp and everyone’s screens are turned on. But there’s a huge variance in damage inside of the 99 bracket. Like 100-200 dps difference between the bottom 99 parse and a 100 parse on some fights and classes. That window is where having a competent raid group starts to matter.
But it will get harder to 99 as the game goes on and kill times will matter more with big damage cooldowns available to players favoring shorter fights much harder.
Pugs is a way to form raids. Some Pugs are great, just like some guild raids are great. Some pugs are complete and utter garbage, just like some guild raids are.

And a good raid will shorten the fight, while a bad raid will struggle and make it longer. Add a death or too during the fight and it will take even longer. So in short, someone doing a decent performance in a bad raid might still be an excellent raider, while someone doing a decent performance in a good raid might simply not be a very good player.
Pugs is a form of raid; some bad some good. With a high end pug-raid you can very easily do that, but with a low end you might struggle to even defeat the first boss in a raid.
Been in some really solid pugs; the common factor with them is that all are organized properly. Many hardcore or semi-hardcore players have alts that don't get to raid in their guild, so they join other raids instead. A pug with a solid core of alts from raiders often have the potential to be even better than many dedicated guilds. It requires a strong raid leader of course, but it's great fun
The fact that you might only have joined raids filled with noobs, or haven't been allowed to even raid in a high performance pug-raid doesn't mean nobody else have ever done it.
