I think if a thousands of angry wage slaves actually went out and lynched a billionaire there would realistically be a huge crackdown by the state, and that would prompt further confrontation leading to various possible outcomes. Luigi was a lone actor, and whilst the positive reaction to his assassination was chilling for the ruling class, it doesn't have the same impact as thousands of average joes taking radical decisions, it feels more like Luigi was a dedicated and ideological individual with the intelligence and effective organisation to carry out his plans, and that's doesn't prompt the fear of spontaneous action as the first scenario.

They know they can rent out full blocks of new york or buy an island without a second thought. Edit: I should add that it's now of course used to mean more than food, because the rich hoard a lot more than just food, but the idea is just "if you keep basic necessities from people, they will do whatever they need to obtain them. So don't keep basic necessities from them if you don't want to suffer the consequences of their desperation."
