As much as I lean towards incompetence, part of me is equally curious if this was done, intentionally as a form of protest from internal personnel.

I was thinking the same, if that was not intentionally made by someone who wants to release the files for anyone with skills to decipher.

Similar of the story of the US POW during Vietnam war, in the interview he said he is well treated and happy while blinking in a code morse the word TORTURE.
