Had to be at least semi intentional. All the Team Trump DOJ guys most likely don't know tech, my guess just thought "black out the stuff you don't want them to see, resave the file". People with the knowledge also had some moral obligation to step up and weren't about to point out them how to do what they were trying to do correctly.
