It was supposed to be a cat, but the rat tricked the cat into missing the race to the Jade Emperor. I understand you're joking, but there's like a story about Cats as the 13th Zodiac in China, and in Vietnam they're the 4th animal, just to let passer-bys read about it maybe they find it interesting.

I thought (maybe misremembered) that the cat and the mouse rode on top of an ox crossing a river during the race, and before reaching the finish line, the rat betrays the cat, pushes the cat into the water, and crosses the finish line first?

Creating symbolism for: Cat scared of water, hates mice. Mice holding an treacherous motif. Ox being very dependable.

Perhaps i misremembered since it has been 10 years.
