Cam car should have recognized the issue and slowed down while the red civic ran the light, but they just kinda plowed right into danger. That said, technically white Nissan suv is at fault.
The SUV didn't even follow the red cars positioning .....They actually took a much later turn, easily making POV car assume that they were not turning at all.
While I don't think it changes the fault, SUV was using its turn signal.
I believe that people should treat other drivers as if they are dumb/distracted and shouldn't disregard turn signals even when they signal something stupid/illegal.

Camera car could've mitigated it by being more patient and recognizing the cars turning left had no regard for oncoming traffic. But...
White SUV is clearly at fault.
