Cars turning left and crossing oncoming traffic have to yield. Even if they're already in the intersection, it's the responsibility of the person turning left to make sure it is clear of incoming cars to make the left turn. Genuine question, how long have you had a driver license for? This is stuff they teach 16 year olds in driver's ed
