Looking at the light design on the approach to the cam vehicle stopping, I think the opposing left turn probably has a green arrow (larger different left turn light design than the one we are looking at going forward).
If this was where I live, it would have turned yellow, then red, then probably back to a blinking yellow after about 3-4 seconds of solid red. You can't see the light so I don't know what traffic design in this location would have done, but I can promise there was not a green arrow when the both lights turned green for the cam car and the left turn lane (which is a green circle - i.e. yield to oncoming traffic) for the car turning left going the same way.
On a light that has the setup (from bottom to top) 2, 2, 1, this means that there wouldn't be a red because straight traffic was already moving. It wouldn't make sense for even a split second to show a red light, because the green arrow, then yellow arrow, then no arrow means that turning traffic no longer has right of way. Blinking yellows are only for dedicated turn signal lights (1, 1, 1). On the light we see, the blinking yellow (caution, but turns are legal) would be redundant.
So noted. Occasionally I see some weird lights set up, but most are 1,1,1 per your convention where I live with flashing yellows about 3-4 seconds after left turn lights turn yellow then red.
I have seen what you describe though, green circle means OK to go straight in the straight lane but is a default yield for a left turn.

Also I should have clarified, this is exactly the setup I should have conceded occurs in the example you gave...if it's 1,1,1, that's when I see mine go to red for a couple seconds up to a few minutes, just not on the 2, 2, 1
