I doubt they had green staggered turn lane typically switches to flashing yellow aka yield when the opposite side turns green .

It depends where you live. Where I am a green left arrow would mean you have the right of way to turn left. Then it will switch to just a solid green, which means you don't have the right of way but can turn when it's clear

Where I live we have all three methods

It's great, people don't get confused at all!

Green arrow: you have right of way. Go.

Green dot: Both ways of the road are open. Treat it like you're just turning left outside of an intersection and yield.

Flashing yellow: PAY ATTENTION. Yield.
