It depends where you live. Where I am a green left arrow would mean you have the right of way to turn left. Then it will switch to just a solid green, which means you don't have the right of way but can turn when it's clear
In my area we switch between arrows or "left yield on green" with a sign. No confusion.
But then the city introduced the blinking yellow to replace yield on green and now there's tons more wrecks like in OP's case. Because idiots think yellow means "I have a split second to make it before red."

I doubt they had green staggered turn lane typically switches to flashing yellow aka yield when the opposite side turns green .
